Job Summary:

The CBWMF Program Manager leads the Columbia Basin Water Monitoring Framework, a coordinated monitoring network that tracks the effects of climate change and other impacts on water supply for communities and ecosystems. The network monitors all parts of the water cycle at over 100 sites that measure stream flow; lake, wetland and aquifer water levels, snow and climatic conditions, water quality and biological variables. The data collected is made publicly available via Living Lakes’ Columbia Basin Water Hub, to inform strategies for adaptive watershed management and freshwater stewardship in the Columbia Basin.

Responsibilities: Reporting to the Deputy Director, the duties of the CBWMF Program Manager include:

Program Delivery

  • Engaging with hydrology consultants, Living Lakes’ staff and volunteers to support the daily operations of the monitoring network (work planning, coordination of field operations and equipment)
  • Training and supervising program staff, ensuring adherence to monitoring and organizational safety protocols
  • Collaborating and building relationships with Indigenous communities, local stewardship groups, governmental agencies, and other partners and volunteers
  • Conducting hydrometric site visits and supporting fieldwork operations
  • Building opportunities for community engagement and capacity building to support local climate adaptation and watershed security
  • Supporting data management and QA/QC activities, and the sharing of data through the Columbia Basin Water Hub
  • Liaising with other program managers and staff to build efficiencies and consistency across the related programs
  • Continually assessing the program, requesting evaluation from advisors and partners to maximize efficacy and impact

Administration

  • Recruiting staff and engaging consultants, reviewing contracts, assessing personnel needs for the program
  • Reviewing and tracking contractor and supplier invoices
  • Maintaining inventories of equipment and monitoring activities
  • Preparing an annual workplan and budget
  • Reviewing anticipated expenses against revenues with Living Lakes’ Finance Manager to guide decision-making on program expenditures

Fundraising

  • Identifying and evaluating funding opportunities
  • Preparing grant proposals and reports
  • Reviewing grant proposals and reports prepared by others
  • Establishing relationships with existing and potential funders

Communications

  • Supporting data analysis, reporting and sharing; developing or tracking data use-cases
  • Organizing and/or delivering workshops to youth, community stewardship groups and First Nations partner organizations
  • Reporting and sharing the successes and learnings of the program
  • Reviewing communications materials such as social media posts and blog posts for technical content and accuracy
  • Building connections and collaborating with other similar initiatives and experts in the field

  • Bridging scientific and community perspectives – Ability to translate complex environmental data into accessible information.
  • Sound judgment and decision-making – Strong problem-solving skills in dynamic work environments.

Qualifications:

  • Undergraduate degree in a related field
  • Experience conducting various types of water monitoring, maintaining equipment, and managing field operations, with hydrometric monitoring experience preferred
  • Experience with environmental data management and data analysis
  • Strong written and oral communication skills
  • Ability to support multiple projects, set priorities, meet deadlines, and support others to do the same
  • Understanding of nonprofit operations, including fundraising, finances, administration, human resources, strategic planning, and team building
