Climate & Energy Policy Development

Title: Climate Action Team (CAT) “Mobilizing Manitobans” Policy Development Manager

About the Role

Manitoba’s Climate Action Team (CAT) is seeking a Policy Development Manager to play a key role in advancing climate policy solutions for Manitoba. This position will lead the development of actionable strategies and policy recommendations in the Climate Action Team’s Road to Resilience (R2R) series to support Manitoba’s transition to a net-zero greenhouse gas economy by 2050.

The Policy Development Manager will report to the Director of Programs and Strategy while working closely with the Policy Advisor. The role may also collaborate with policy research contractors, partner organizations and external stakeholders as applicable.

About Manitoba’s Climate Action Team:

The Climate Action Team (CAT) is a coalition of established Manitoba-based community organizations in Manitoba that have formally come together to take collective climate action, and advocate for a zero carbon province. The need for bold climate action has compelled us to combine forces to help create the shift necessary for a low carbon future in Manitoba. Partner organizations include: Green Action Centre, Climate Change Connection, Wilderness Committee Manitoba, the Manitoba Energy Justice Coalition, and the Canadian Centre for Policy Alternatives - Manitoba.

Climate Action Team staff and contractors are employed through Green Action Centre (GAC).

Key Responsibilities

Policy Research and Analysis:

  • Conduct original policy research and analysis in key areas of climate policy in Manitoba including those related to R2R sectors such as energy, transportation, buildings, health, and agriculture.
  • Analyze government budgets, legislation, and other key documents and develop informed policy recommendations.
  • Identify research gaps and develop research projects to advance the Climate Action Team’s education and campaigns, in collaboration with the team.
  • Lead the design and development of evidence-based climate policies to drive Manitoba’s transition to a low-carbon economy.
  • Evaluate the costs, benefits, and risks of proposed climate policies, ensuring they are fiscally responsible and socially equitable.
  • Conduct comprehensive assessments of Manitoba’s greenhouse gas (GHG) emissions sources, including space heating, transportation, agriculture, and industrial sectors as they relate to policy.
  • Analyze best practices from other jurisdictions and adapt them to Manitoba’s economic, social, and environmental context.
  • Identify and address legislative, regulatory, and market barriers and enablers to climate resilience and net-zero emissions.
  • Identify and engage research partners and potential contractors, as budget allows, in collaboration with the Policy Advisor and Director.
  • Work with the CAT team to provide ad-hoc research support as needed.

Stakeholder Engagement:

  • Build partnerships with government agencies, industry leaders, Indigenous communities, NGOs, and academic institutions to align on policy goals and solutions.
  • Organize consultation sessions to gather input and foster collaboration on key climate policy topics.

Government Relations & Policy Advocacy:

  • Prepare policy briefs, reports, and presentations for government decision-makers.
  • In coordination with the Policy Advisor and Director, participate in government relations strategy and outreach on CAT policy files.
  • Advocate for proposed policies through clear, compelling communication.
  • Monitor and evaluate policy effectiveness and recommend adjustments as needed to achieve Manitoba’s 2050 climate goals.

Qualifications:

  • Bachelor’s degree in Public Policy, Environmental Science, Economics, Political Science, or a related field (or equivalent experience).
  • Minimum of 2-3 years of experience in policy analysis and/or research on climate change mitigation, sustainability, or related fields.
  • Proven ability to manage complex projects and deliver results.
  • Strong leadership and project management skills.
  • Deep understanding of climate and energy policy and low-carbon solutions.
  • Excellent analytical skills, with the ability to synthesize complex information into actionable insights.
  • Outstanding written and verbal communication skills, with the ability to engage diverse audiences.
  • Experience engaging with Indigenous communities is an asset.

Remuneration: $35 per hour at 35 hours per week ($63,700 annual gross). Staff also receive a fully subsidized Winnipeg Transit Eco-Pass, or equivalent value for cycling or walking, as part of Green Action Centre’s “Active Transportation Benefit” policy as well as a Health & Benefits program after 3 months.
