Contract: Request for Proposals - Organizational Restructure
Organization: York Region Food Network
Location: Aurora / York Region / GTA, Ontario

York Region Food Network is seeking proposals from qualified consultants or firms to lead a comprehensive organizational restructuring. This project will involve an assessment of our current organizational structure, development of job descriptions and creation of a new salary grid.

ORGANIZATIONAL OVERVIEW

York Region Food Network (YRFN) empowers people to access healthy food through education and advocacy. YRFN is a regional leader in designing and facilitating community food programs, such as community meals, Affordable Fresh Food Markets, community kitchens/gardens and advancing food systems and food policy in York Region. Over the past five years, YRFN’s team has grown substantially and we need an organizational restructure to improve the delivery of our services.

SCOPE OF PROJECT

The successful applicant will be responsible for the following tasks:

  1. Current Organizational Assessment:
    • Review of the existing structure, roles, and workflows.
    • Identification of gaps, redundancies, and areas for improvement.
  2. Proposed Organizational Structure:
    • Design a new structure that supports the organization’s strategic goals.
    • Ensure the new structure reflects scalability, transparency and enhanced communication channels.
  3. Job Descriptions:
    • Create job descriptions for new leadership roles.
  4. Salary Grid Development:
    • Develop a salary grid based on market research, internal equity and affordability.
    • Provide benchmarking data to ensure competitiveness within the charitable sector and food security organizations.
  5. Implementation Plan:
    • Develop a phased approach for the implementation of the new structure.
    • If possible, include change management strategies and staff engagement processes.

DELIVERABLES

  • New Organizational Chart that aligns with the strategic vision.
  • Job Descriptions for leadership roles in the new structure.
  • Salary Grid with a detailed rationale based on market data.
  • Implementation Plan to roll out the new structure.

PROJECT TIMELINE

  • RFP Released: November 29, 2024
  • Proposal Submission Deadline: December 16, 2024
  • Selection of Consultant/Firm: December 20, 2024
  • Project Start Date: January 6, 2025
  • Completion Date: March 31, 2025

PROJECT BUDGET & PROPOSAL EXPECTATIONS

The total available budget for the consultant(s) is $25,000 inclusive of taxes and expenses.

PROPOSAL REQUIREMENTS

Applicants should include the following in their proposal:

  • Executive Summary: Brief overview of the firm/consultant and understanding of the project.
  • Project Approach and Timeline: Description of how the project will be executed including milestones and timelines.
  • Qualification: Overview of the firm/consultant’s experience in organizational restructuring, particularly within non-profits or charitable organizations.
  • Team: Bios of key team members who will work on the project.
  • Budget: Detailed cost proposal, including a breakdown of fees by project phase.

Proposals will be evaluated based on:

  • Relevant Experience (25%)
  • Project Approach (25%)
  • Team Expertise (25%)
  • Cost (15%)
  • Timeline (10%)
