Hiring: Referral Coordinator
Organization: Halalt First Nation
Location: Chemainus, between Duncan and Nanaimo, north of Victoria BC (Hybrid – 3 days per week minimum in office.)

POSITION SUMMARY

Under the general direction of the Director of Operations, the Referrals Coordinator is responsible for matters related to Halalt First Nation water and land referrals, natural resources and environment within all of the Nation’s reserve lands in accordance with the Nation’s custom policies, procedures, Land Code and associated land development policies.

The Referrals Coordinator is responsible for matters related to all Halalt First Nation’s water and land referrals requests, as well as supporting engagement on larger referrals within the larger Quw’utsun Nation territory. This role includes coordinating, reviewing and tracking all incoming referrals, referral responses, as well as coordinating cultural monitors involvement for on-site monitoring.

The Referrals Coordinator will also be responsible for maintaining a Referrals Tracking System with regular briefings to Chief and Council.

Direction on files will be provided by the Director of Operation in collaboration with the Treaty Advisor, Referral Advisor and Natural Resource Manager.

The Referrals Coordinator will be expected to attend regular meetings with Quw’utsun Nation Technical Working Group on matters related to the Quw’utsun Nation.

KEY ACCOUNTABILITIES

  • Ensure the timely assessment and processing of land referral requests;
  • Coordinate with internal Staff and Referral Advisor to ensure the accurate and timely preparation, facilitation and response of consultations and engagement letters to all referral’s applications received;
  • Conducting research regarding referral and permit requests, coordinating with appropriate internal staff and advisors;
  • Ongoing communication and attending technical meetings with proponents on behalf of Halalt;
  • Provide guidance, advice and support on legislation regulations, tenure renewals and licensing, and changing policies to Council, Halalt First Nation staff, Halalt First Nation members and others involved in the business of the Nation to ensure both policy and legislative compliance;
  • Maintain confidentiality on all land management issues;
  • Liaise and consult with staff of other Quw’utsun Nation, Halalt members, as well as with government and professional agencies (including Archaeology companies, professional biologists, surveyors, lawyers, etc.); and,
  • Assist the team and leadership with other deliverables as required.

KEY QUALIFICATIONS AND ATTRIBUTES

  • Certificate, diploma or degree in one or more of the following areas: Land Management, Environmental Studies, Human Geography, First Nations Studies and/or Aboriginal Law;
  • Strong interpersonal skills – must have the ability to work effectively with land developers and community members;
  • Excellent verbal and written communication skills including a strong ability in report writing and proposal writing;
  • Excellent organizational skills and attention to detail;
  • Ability to work independently with minimal supervision as well as be a cooperative and contributing member in a team environment;
  • Experience with referral management databases, GIS, and mapping technologies is an asset;
  • Knowledge of and experience using Microsoft Office (Word, Outlook, Access & Excel) and proficient data management skills is required;
  • Must be capable of working flexible hours inclusive of evenings when required;
  • A valid BC Driver’s License is an asset; previous experience working for First Nation’s an asset; and,
  • Knowledge and understanding of the Halalt First Nation’s culture, history, reserve lands, traditional territory, and Treaty status are an asset.

WORKING ENVIRONMENT / OTHER

  • The role will require a minimum of 3-day per week in office
  • The role will require occasional travel to attend meetings

Preference may be given to qualified individuals that are members of the Quw’utsun Nation or of First Nation ancestry.
