Position: Compliance Specialist

Starting Rate: $34.93 hourly 
Salary Range: $34.93 - $38.37 hourly 
Hours of Work: 35 hours per week  
Classification: CUPE Inside Class 7  
Status: Permanent full-time

The Opportunity: 

The Compliance Specialist provides technical expertise in addition to administrative and critical organizational  support for compliance-related programs for Water & Wastewater (WWW) and Solid Waste Management (SWM) Divisions.  This job will liaise with regulatory agencies and consultants to ensure effective monitoring of programs, compliance with legislative/ regulatory requirements, and environmental protection, including (but not limited to) coordinating Management System(s) (MS), administering environmental compliance monitoring programs and inspections at closed and active waste sites, by-law support, and overseeing preparation of Standard Operating Procedures (SOPs). 

What you will do: 

  • Responsible for the maintenance and continual improvement of various MS within EPW in accordance with applicable legislation, standards, and operational best practices. Coordinates and acts as a liaison between operations staff and auditor(s), for internal and external compliance audits.
  • Work with operations, maintenance/ process staff and regulatory agencies to implement corrective action strategies and plans to address non-conformances and compliance-related issues at EPW facilities.
  • Coordinate and participate in closed and active waste site inspections to ensure compliance with Environmental Compliance Approvals (ECAs), other regulatory requirements, and operational best practices.
  • Oversee the backflow prevention program including coordinating internal working group, communicating to external parties, working with consultants, tracking compliance status, and communicating with non compliant properties to ensure adherence to timelines.
  • Coordinates work related to the QMS program including, but not limited to, managing review and approval of controlled documents, facilitate annual document review, emergency preparedness training, and any training related to QMS, initiating action reports, and supporting staff in the identification and ranking of hazardous events and critical control points using accepted risk management methodologies.
  • Respond to Customer Service inquiries regarding compliance matters such as sewer use by-law, historic landfill properties, backflow prevention program, environmental monitoring at waste sites, etc.
  • Provide program support and analysis related to SWM compliance by developing and maintaining databases and electronic records on the District’s closed and active waste sites. Facilitating the annual  monitoring reporting process.
  • Liaise with internal and external governmental stakeholders on matters related to development and land use planning specific to waste facilities, interpretation of D-4 legislation, site records, Permission to Enter documents, and interpretation/application of legislative requirements.
  • Monitor / track compliance reporting requirements to ensure regulatory deadlines are met and environmental and operational activities are reported to the MECP in accordance with site ECAs and/ or  regulations.
  • Administer the development, implementation, review, and maintenance of environmental compliance and QMS related SOPs and work protocols for WWW and Solid waste.
  • Prepare staff reports for EPW Committee and District Council on compliance-related matters such as audits findings, annual compliance reporting, historic and closed landfill properties, etc.
  • Development procurement documents, for quotes, tenders, proposals and purchase orders for the provision of contracted services and materials (e.g. environmental monitoring services, surveys, specialized environmental studies).
  • Plan for and participate in inspections of Industrial, Commercial and Institutional (IC&I) establishments to ensure compliance with applicable by-laws.

What you will need: 

  • Three (3) year Community College diploma in environmental technology or related field and a member in good standing with OACETT (CET preferred), or equivalent combination of relevant education and experience. 
  • Minimum of three (3) years of related experience in an environmental/ engineering field. 
  • Demonstrated experience with regulatory compliance reporting within a municipal work environment and in implementing and maintaining MS. 
  • Knowledge of Ontario’s Drinking Water QMS and related audit and risk management principles. 
  • Knowledge of Solid Waste Management legislation including the Environmental Protection Act, D-4 Land Use On or Near Landfills and Dumps, Guideline for the production of compost in Ontario, etc.  
  • Proven ability to accomplish performance objectives and demonstrated technological proficiency with a variety of programs. 
  • Strong organizational and analytical with a demonstrated ability to independently problem-solve.  
  • Proven ability to interface with the general public. 
  • Ability to travel throughout Muskoka for work related purposes.
