JOB SUMMARY:

The Land Use and Stewardship Technician reports Reports to and works under the direction of the Consultation Supervisor, Lands and Resources Department

PURPOSE AND SCOPE OF THE POSITION:

  • Assist the Consultation and Accommodation Process Team in the carrying out of the duties and responsibilities of the Consultation and Accommodation Process Team
  • A strong focus on promoting and achieving environmental enhancements and environmental review.
  • To assist with reviewing background information and responding to the Grand River Notification Agreements (GRNA) notifications, other related projects, and notices about development within Six Nations’ Treaty Territory.
  • To assist with presenting to proponents/developers on Six Nations Treaty impacts from natural resources, i.e. Aggregates, etc.
  • To assist in presenting Six Nations of the Grand River (SNGR) Land Right Issues to Municipalities, Federal and Provincial Ministries, and proponents.
  • To educate Municipalities, Federal and Provincial Ministries and proponents/developers on the duty to consult with SNGR and how it is implemented.
  • To be a member of the Consultation and Accommodation Process (CAP) Team and follow and implement the CAP Team policy, including, negotiating accommodation agreements, and implementing the environmental levy.
  • To be aware of and prepare and retrieve background material necessary for asserting and protecting Six Nations’ Treaty rights and interests.

Wage: Min. $52,900/year  *A competitive compensation package will be offered commensurate with qualifications. *

BASIC QUALIFICATIONS:

Minimum Requirements:

  • Graduate of a college diploma or undergraduate degree in Conservation Biology, Wildlife Biology, Ecology, Zoology, Natural Resource Management, Environmental Science, Habitat Restoration, Indigenous Studies or similar and one -two (2) years of related experience.. Other experience/qualifications may be considered provided the applicant demonstrates the ability to perform tasks. Training will be provided for core tasks.

Other Preferred Skills:

  • Excellent written and communication skills.
  • Ability to review environmental assessments
  • Ability to work with and identify wildlife an asset
  • Knowledge of Six Nations and First Nations land rights and treaty issues.
  • Working knowledge of computers; specially Microsoft Word.
  • Working knowledge of current case law relevant to First Nations.
  • Ability to readily access data, material, and information from storage.
  • Strong analytical skills.
  • Skills in operation of office equipment.
  • Ability to read maps, deeds, historical documents, and drawings an asset.
  • Possess initiative and self-direction.
  • Ability to take direction well, team player.
  • Must be trustworthy, reliable and maintain confidentiality.

RESPONSIBILITIES:

Land Use Responsibility Functions

1. CAP Team Responsibilities

  • Respond to Grand River Notification Agreement (GRNA) notices.
  • Review and comment on technical documents for each project, including environmental assessments.
  • Obtain knowledge on SNGR Land Rights for specific development areas.
  • Attend pre-consultation meetings.
  • Attend CAP Team meetings.
  • Draft comments on projects.
  • Implement the environmental levy.
  • Educate Municipalities, Federal and Provincial Ministries, proponents/developers on the duty to consult and implementation.
  • Other related duties.

2. Community Engagement

  • Review technical documents and project information.
  • Participate in community meetings.
  • Assist in mail outs.
  • Assist in advertisements (newspapers, social media, radio, etc.).
  • Other related activities.

3. Six Nations of the Grand River History

  • Learn SNGR Land Rights history for the Six Nations’ Treaty and the 1701 Nanfan Treaty areas.
  • Have a working knowledge of the current litigation.
  • Assist in creating and presenting to Municipalities, Federal and Ontario Ministries, Universities and Colleges, and proponents/developers.
  • Other related activities.

4. Other

  • Ensure the gathering, review, analysis and reporting on information relevant to Land Use including legal, social, and demographic information on federal/provincial/territorial legislation, policies, and programs.
  • Ability to retrieve Land Use records, historical documents, and materials in all formats.
  • Ensure the gathering, review, analysis and reporting on information relevant to protecting and asserting Land and Treaty rights and interests, including legal, social, demographic, and information on federal/provincial/territorial legislation, policies, and programs.
  • Retrieve current information on issues related to land, land use agreements, resource use, environmental and land right areas.

Communication Functions

  • Provide data, electronic storage, and retrieval activities for the Land Use Unit.
  • Prepare reports, briefing notes, speaking notes, speeches and correspondence as required.
  • Ability to provide analysis of any material retrieved.
  • Must maintain confidentiality at all times within the department and to the release of information to outside sources.

Administrative

  • Assist with work plan and report responses to funding sources according to guidelines.
  • Ensure proper filing of documents electronically and/or hardcopy.
  • Assist in proposal writing searching out other sources of funding for further programming.
  • Attend meetings as required: staff meetings, committee meetings, etc.
  • Attend training/workshops as required.

Other Functions

  • Perform other related duties as assigned by the immediate supervisor and/or Assistant Director/Director.
  • Perform projects as assigned.
  • Perform political tasks assigned.

WORKING CONDITIONS:

Work requires high degree of attention to detail, requires extensive interaction with Staff, subject to deadlines, demands, and interruptions; ability to take direction, prioritize, work independently and/or as supervised and instructed.

WORKING RELATIONSHIPS:

With the Director and Supervisor:

Receive direction and guidance. Discusses plans, priorities and interacts to ensure tasks are done efficiently and effectively. Receive instructions and supervision.

Be familiar with Six Nations of the Grand River Elected Council policy and procedures.

With Chief & Council:

Prepare briefing notes, and presentations as required and attend meetings.

Gathers and distributes relevant information.

With the Community and other Staff Members:

Represents and promotes Six Nations of the Grand River Elected Council Administration in a courteous, cooperative, and professional manner.

Provides information and assistance and works closely with other members of the Consultation and Accommodation Process Team.

IMPACT OF ERROR:

Errors in carrying out duties could result in loss of credibility, poor public relations and misinformation being provided. Errors could result in embarrassment to the Six Nations of the Grand River Elected Council, community and administration: loss of public confidence and unnecessary conflict leading to lack of trust.

CONTROLS:

Guiding principles set by the Six Nations of the Elected Council. Must work within the policies and procedures established by the Six Nations of the Grand River Elected Council with respect to First Nation administration.
