Position: Permits and Compliance Coordinator

  • Salary Range: $31.49 - $34.56 hourly 
  • Hours of Work: 35 hours per week 
  • Classification: CUPE Inside Class 6 
  • Status: Permanent full-time

The Opportunity: 

The Permits and Compliance Coordinator will lead procedural and policy reviews within the Engineering and Public Works Departments and work closely with members of the public and permit applicants to assess completion of permit submissions and ensure compliance with District policies and bylaws.  This job will complete reviews and maintain records for permit status including permit fees as well as developing public facing processes for permit applications and approvals. The Permits and Compliance Coordinator will also review and approve applications and complete investigation and enforcement activities of non-compliance. 

What you will do: 

  • Assess and recommend approval or denial of permit applications in the District Engineering and Public Works (EPW) department.  
  • Develop and undertake reviews of District EPW policies and procedures and by-laws, including benchmarking surveys to determine best practices, recommend changes, and implement through a review of current and future (proposed) states. 
  • Develop, maintain, and provide guidance on permit related standard operating procedures.  
  • Review and recommend appropriate fee structures through a business case analysis to determine if appropriate cost recovery is being achieved on permits and licences issued. 
  • Development of public-facing processes required for proponent application and approval. 
  • Investigate and apply enforcement tools of non-compliant situations, including occasional field work.  
  • Collaborate and partner with area municipalities on combined permit applications such as Special Events and Road usage to ensure a successful outcome at all levels. 
  • Prepare technical reports, memorandum to senior management and public communications and correspondence. 
  • Coordinate with District field staff to perform inspections and assessment of field conditions throughout permit review process.  
  • Provide assistance to applicants to ensure complete applications are received prior to staff review. 
  • Perform field work to assess compliance, provide notices, education and enforce permitting processes and bylaws. 
  • Coordinate with internal staff, external database developers and consultants to ensure effective processes have been imbedded into the permit application system.  
  • Develop processes for new permits and work with database provider to ensure adequate implementation  
  • Work with Municipal 511 to enter and notify of road closure events related to permits and other EPW related road work.  

What you will need: 

  • Undergraduate degree or College Diploma with a focus in civil or environmental technology and a member in good standing with OACETT (CET preferred), or equivalent combination of relevant education and experience. 
  • Minimum of 3-5 years of progressive experience in a related field such as municipal engineering and public works. Experience in Municipal enforcement is preferred. 
  • Demonstrated experience in process management and policy development. 
  • Knowledge of municipal practices and procedures as they relate to roadway and utility permits. 
  • Strong organizational and analytical skills with a demonstrated ability to problem-solve. 
  • Proven ability to undertake comprehensive process reviews, make recommendations on findings and develop technical memorandum outlining recommendations. 
  • Proven ability to interface with the general public. 
  • Ability to travel throughout Muskoka for work related purposes.
