SUMMARY OF FUNCTIONS

Reporting to the Manager, Hydrology and Hydraulics this position is responsible for providing leadership in developing and implementing programs and projects that fulfil the Authority’s obligations and objectives in floodplain regulation and flood emergency preparedness.

This position leads the development and/or review of hydrologic & hydraulic models, which are the first step in the development of CVC’s flood hazard and flood risk maps used for Regulation purposes, which is critical to one of CVC’s core mandates related to the regulation of hazard lands. This includes using technical expertise to develop the models in house and to guide junior staff in model development and review their work. It also involves managing studies with consulting engineers to ensure the studies are completed on time and budget but also that the work is technically sound and defensible.

This position plays several roles in the Emergency Management System during a flood event, which supports the flood forecasting and warning program, another core mandate of CVC. This position also is involved in planning out workplans both internally for the Hydrology and Flood Risk Mapping group and for integrating with other teams and departments on various corporate initiatives.

As described above, this position plays a critical role to CVC in fulfilling its mandate to define flood hazards, regulate development in the floodplain, and provide technical expertise in reducing flood risk.

ELIGIBILITY REQUIREMENTS

  • Degree in engineering or applied science specializing in water management
  • Member of Professional Engineers of Ontario
  • Minimum of 7 years of experience directly related to the identified tasks and responsibilities
  • Strong working knowledge in deriving, modifying, and applying hydrologic and hydraulic computer models (e.g. HEC-RAS, Visual OTTHYMO, HEC-HMS, PCSWMM, 1D and 2D hydraulic models etc.) and associated database management systems for the protection and management of surface water at small catchment and watershed scales
  • Demonstrated ability to plan and carry out projects including working in teams, managing staff and fiscal resources, directing field programs, analyzing data, and preparing reports and presentations
  • Project management skills, including procurement and dealing with external consultants.
  • Familiarity with CA and provincial policies, guidelines and procedures for flood forecast and warning, floodplain management, and stormwater control
  • Proficiency in MS Office suite (word, Excel, Outlook and PowerPoint) including online software such as MS teams and SharePoint.
  • Excellent interpersonal skills, with demonstrated ability to build strong relationships
  • Ability to work under pressure with the ability to make effective decisions and deliver a high level of quality

SUMMARY OF MAJOR TASKS

  • Lead the preparation, maintenance, review, and update of watershed hydrologic & hydraulic models.
  • Lead the full delivery of floodplain mapping studies including hydrology and hydraulic modeling updates, mapping updates, and flood plain spill assessments.
  • Enhance the understanding of the hydrologic and hydraulic resources within the CVC jurisdiction.
  • Lead Flood Hazard Identification and Mapping program funded floodplain mapping studies. Participates in the preparation of funding grant applications including initial project identification and planning preliminary budgeting and other application content
  • Provide leadership to junior staff to guide them in hydrologic & hydraulic model development and any required supporting technical work.
  • Manage and lead the review of hydrologic modelling studies, floodplain mapping update studies, and hydrologic components of watershed and subwatershed studies.
  • Prepare project terms of reference and retain the service of qualified consultants with input from Manager and Technical Director.
  • Manage consultant studies including managing the schedule, budget, and data dissemination to the consultant
  • Lead project management tasks, including project design, project initiation, managing the schedule, budget, and work planning
  • Technical review of consultant’s modelling and reporting work, including providing comments and ensuring that the models are complete, defensible, and the results are reasonable.
  • Support the development of 1D and 2D hydraulic models in house, applying technical expertise to developing and parameterizing the models and ensuring reasonable, defensible results.
  • Support the creation flood hazard and flood risk mapping.
  • Assist CVC in developing and maintaining policies, guidelines, and strategies related to water management objectives with a focus on protection of life and property from flooding and development of mitigation and adaptation measures to address impacts of climate change on flooding and drought.
  • Represent CVC as an expert witness related to Authority interests on water resources.
  • Other duties and projects as appropriate to the position.
